Hide hidden configs from config get patterns. (#9888) ...

Added `HIDDEN_CONFIG` to hide debug / dev / testing configs from CONFIG GET
when it is used with a wildcard.
These are not documented in redis.conf so now CONFIG GET only works when they
are explicitly specified.

The current configs are: 
```
key-load-delay
loading-process-events-interval-bytes
rdb-key-save-delay
use-exit-on-panic
watchdog-period
```
