Added .git-blame-ignore-revs (#1010)
This file enables developers to ignore the certain revisions in git-blame. This is quite handy considering there was a commit that reformatted the large amount of code in valkey. As a downside, one has to do a manual step for each clone of valkey to enable this feature.
